Why importing countries ask for it
Plant health regulation exists to prevent the movement of pests and diseases across borders. Importing authorities set the conditions under which plant products may enter, and the certificate is the exporting authority's confirmation that those conditions were checked.
Specific requirements — including any treatment, additional declarations or import permits — differ by destination and by commodity, and they change. Confirm the current requirements for your country and commodity with your national plant protection authority or customs broker before shipment.
